Virginia Sen. Kaine’s military housing reforms receive presidential signature

WASHINGTON, D.C. (WFXR) — Senator Tim Kaine (D-VA) secured another legislative victory on Friday night as President Trump signed into law the Fiscal Year 2020 National Defense Authorization Act (NDAA).

The NDAA includes Kaine’s provisions for military housing improvements as well as numerous other programs to improve conditions for both military and civilian employees within the federal system.

“Every year, I’m proud of the bipartisan work that goes into delivering a national defense bill that helps support our servicemembers and protect our country,” said Kaine after Congress passed the NDAA on Tuesday, Dec. 17. “This year, one of my top priorities was addressing the dangerous conditions that I saw firsthand in military housing across Virginia, including mold issues and safety concerns.”

In order to address such dangerous conditions in military housing, the NDAA features two amendments from Kaine.

First, the Department of Defense (DOD) will need to create a “move-out checklist” so the old tenants will leave military homes in good condition and any outstanding maintenance issues will be repaired before the new tenants move in.

In addition, the NDAA will settle jurisdictional debates over off-base housing by requiring the Secretary of Defense to coordinate with local law enforcement and arrange military police patrols in neighborhoods outside of the base that house military families.

Besides improving military housing, the NDAA also features seven other programs and provisions from Kaine. Examples of these provisions include the authorization of approximately $24 billion for Virginia shipbuilding and ship repair priorities, $540 million for 15 military construction projects throughout Virginia, and 12 weeks of paid family leave for federal employees.
